  • It's a move the Prime Minister frames as a positive step forward at a pivotal moment in time.
  • We know times are challenging, but this is the team that is going to be able to continue the hard work, rolling up their sleeves and delivering for Canadians from coast to coast to coast.
  • Our government is very, very focused going forward on the economy, on delivering for Canadians.
  • We know affordability continues to be a challenge and we are laser focused on that.
  • So, you know, right now it is all about, you know, skating hard, scoring some goals and maybe checking a few people pretty hard into the boards.
  • All right, interesting metaphor there.
  • For more insight and analysis, I'm joined by Tim Murphy, who was Chief of Staff to former Prime Minister Paul Martin, and David McLaughlin, who was Chief of Staff to former Prime Minister Brian Mulroney.
  • Gentlemen, welcome back.
  • You've been through a few of these in your careers.
  • Yes, we have.
  • Tim, this is massive, like in quantity, in volume, it is a massive, significant change to the cabinet.
  • Are they going to, do you think this is what they needed to do?
  • Do you think they can accomplish the sort of the reset goal that the Trudeau government wants?
  • I think only in part.
  • I mean, I think what's clear is from a tactical point of view, they've decided that what they want to do is there are issues where they were taking on water and they needed to stop taking on water.
  • And so what they did was they, you know, put people in portfolios who could, you know, who had the skill to make the issues go away.
  • The Ralph Goodale type, you know, so you've got Dominic LeBlanc, public safety, et cetera.
  • Then they, you know, one of the, you just had him on actually, Sean Fraser.
  • I think that's one of the most interesting appointments because I think clearly they've got a, they've fumbled the ball, I think politically on housing, decided they need to do something.
  • They gave him some tools to do it with infrastructure and housing put together.
  • The guy's an excellent communicator.
  • That being said, I think around the core economic message of the government, they clearly decided they had the right people in place and didn't move much there, except one interesting thing.
  • I think when you look at kind of the list of people who were in the prominent economic roles, it's almost all women, which is interesting.
  • So they've clearly kind of doubled down on the gender.
  • Like you've got, you know, Christia Freeland and Mary Yang and Anita Annan and now Rekki Dulles in small business.
  • So, you know, with the exception of Champagne, it's kind of an interesting, real hard lean in on the gender issue, which is obviously one of the areas where they have.
  • But I would say, you know, there's some risk in this though, because they've put some people straight off the back bench into portfolios on the assumption that they will not make bad news and tend to find people coming from the back bench want to do things.
  • And sometimes if you do things, you create unintended consequences.
  • So, you know, some fairly good and talented people are refraining into justice, but straight from the back bench into that role is a big jump all in one.
  • And so I think there are, you know, obviously there's a lot of young people in this too from, you know, eight new ones.
  • So all of which to say, I think on the core economic issue, they've said we're happy with what we have on getting rid of mistakes.
  • They clearly made some important changes.
  • They want to put a younger face forward.
  • But at the end of the day, most Canadians don't know who most ministers are.
  • Well, I guess, David, as Canadians find out who these ministers are, they hope that this time it's not because of screw ups and controversies in the portfolio, it's because of successes and life changing policy ideas.
  • So when you look at big picture here, what they did, what they're trying to do, you know, do they come together?
  • Well, I think the prime minister said positive start for a pivotal moment.
  • I think he's half right.
  • The government and the country is at a pivotal moment.
  • The question for me as I look at it is not so much whether this is the right set of faces and the right set of roles.
  • I think this government is now at this stage of its mandate, it's reached the tempting fate portion of the rest of their mandate.
  • And they are increasingly out of sync with where Canadians are, what Canadians think their government should be doing.
  • And so this is a government that has been fairly relentless and fairly focused and, in my view, quite successful on the things that matter most to them.
  • Climate change, reconciliation issues, social issues.
  • They're very good at putting money into people's bank accounts through programming and other things like that.
  • But the shift that has happened in this post-pandemic world in terms of where affordability, big structural things, etc., this is not really there, hasn't really been their forte to the same way.
  • So the key issue for me is whether or not they are increasingly so out of sync and alignment with where Canadians and voters are at that, in fact, the shuffle really doesn't touch the core issue.
  • So just let me ask about that, though, David, because like, can putting younger, newer, hungrier people with more political career ahead of them than behind them into roles get you back into sync?
  • Does that change the mindset and the sensitivities at a cabinet table and shift the priorities in a way that helps?
  • Yeah, look, it absolutely can.
  • I mean, Tim is right.
  • There's some risks with that.
  • But, you know, this stated in the mandate, low risk is high risk for them politically.
  • They have to take some risk.
  • So, yeah, there is that sort of dynamic.
  • But again, this is a government that is also quite centralized in the prime minister's office and the Privy Council office in the way that they do business.
  • So to what extent do they actually give the lead, give their head to to these ministers to do things?
  • So, yes, it can have and I wouldn't discount that.
  • I've done cabinet shuffles myself at the provincial level thing.
  • I know some of those dynamics.
  • They do matter.
  • But the real thing is how Canadians say, well, how is this actually helping me?
  • Is this government connecting and aligned with where I'm at with the poll today?
  • And increasingly the signals are they're not one point gap.
  • So, Tim, on that point, like I remember Justin Trudeau, I can't remember what year it was, which election was we talked about government by cabinet being a big priority for him.
  • But, you know, increasingly it's Freeland is ensconced, you know, in finance, the prime minister and largely a stable team of advisers and PMO for the most part are there and still around them.
  • The impulse will be to continue governing the way they've been governing.
  • Right.
  • So how do they actually bring the value out of this shuffle if they don't sort of change the management style?
  • Yeah, well, I think it's a fair point.
  • I mean, that's why my view is when you look at kind of that central economic messaging of the government and kind of what it's put forward as its policy and proposals around that, this shuffle doesn't actually change that much.
  • You get some, you know, regional variation, stronger people in regional markets, you know, fishery, those kinds of of things where you can affect a seat here or there potentially.
  • But in terms of the overall narrative, I'm not sure on the economic front they've really decided to change.
  • So that suggests to me that they have made a strategic assessment that they can win with what they have around that message, with the one exception, which is that I do think they've recognized that they're taking on water on housing and they needed to fix it.
  • And clearly, Sean Fraser is one of their high performers.
  • A couple of moves that do kind of make me shake my head a little bit is I think Anita Anand in Treasury Board is a weird one to me because I think she's been a very good performer substantively for the government,
  • Good communicator, can be a great face on economic issues.
  • Bet you there's not a single Canadian and a ton of journalists who couldn't tell you who the last Treasury Board minister was.
  • And then I do think actually Dominic LeBlanc is one of the best communicators on a kitchen table point of view.
  • And I think it's a waste not putting him in a central economic portfolio.
  • Yes, but he is the Minister of Janitorial Affairs as well, Tim, and they got some big ones to clean up in public safety, right?
  • Obviously, to keep him in Intergovernmental Affairs was smart because he's got great relations with those premiers and keeping them out of the frame the next election is very important.
  • So, David, just we're getting near the end of our time.
  • Talk about the Anita Anand move, you know, seen as a high performer, recognizable in difficult files and difficult issues.
  • But Treasury Board is this.
  • It's important to government.
  • Sure.
  • How does she go in there?
  • How does she drive that department in a way that she can make a meaningful political and policy impact that Canadians will see and feel?
  • Delivering.
  • I mean, this is the has been the weakness of this government, its ability to get actually things that they say out loud across the finish line and delivering.
  • And part of that is the internal apparatus of government.
  • And so the role of Treasury Board, Treasury Board president, and that is that committee that she now chairs is, of course, that inside part of moving moving money into programs, into policies to give them effect.
  • And so that the system always pays attention to how Treasury Board operates.
  • So she can make that move with more alacrity.
  • She's a new COO.
  • Absolutely.
  • And this is the piece that is, in fact, missing.
  • There is no real COO, chief operating officer of the government of Canada.
  • It's within the system.
  • We have a new clerk as well.
  • Many new senior public servants.
  • So this that position is one that they'll be looking for that I think will affect the governance of how the public service works.
  • But if they want to deliver things in a timely way, they should look no further than Treasury Board.
  • Maybe that's what they have in mind.
  • She could be a good second for Minister Freeland on the economy as well.
  • But she was doing a pretty good job of defense.
  • And and, you know, and you now have a bit of a hole there potentially in terms of doing, you know, of, you know, continuing on a major file as well.
  • So there's there's choices.
  • Yeah, there's a whole conversation to have about Bill Blair going in there.
