  • Introduction to Video Content
  • The Canadian government has approved the merger between Rogers and Shaw, two major telecom companies in Canada. The approval comes with a set of commitments and conditions aimed at promoting competition and driving down prices. The government has secured commitments from both Rogers and Videotron, ensuring that a fourth strong national player will be able to compete with the existing big three companies. These commitments include transferring licenses from Freedom Mobile to Videotron, the establishment of a western headquarters in Calgary for at least 10 years, the creation of 3,000 new jobs in western Canada, a $5.5 billion investment in expanding 5G coverage, and a $1 billion investment in connecting rural, remote, and indigenous communities. Breaching these commitments can result in significant financial damages, up to $200 million for Videotron and up to $1 billion for Rogers. The government also plans to conduct a comprehensive review of Canada's spectrum transfer framework and has implemented a freeze on all major license transfers in the telecom sector. The decision aims to promote competition, lower prices, and ensure better connectivity for Canadians.
  • Subtitles section
  • The evidence is undeniable.
  • The way to drive down prices is through competition.
  • Having a fourth strong national player does lead to lower prices.
  • That's why today I'm informing Canadians that on their behalf I have secured a non-precedented and legally enforceable set of commitments from both Rogers and Videotron.
  • And after imposing strict conditions, the licenses from Freedom Mobile will be transferred to Videotron.
  • I want to be clear with everyone that I will ensure that a new fourth national player can go toe-to-toe with the big three and actually drive down prices.
  • These conditions and enforceable commitments should not be taken lightly.
  • There are 21 of them in total.
  • I have also secured a wide-ranging set of commitments from Rogers on behalf of Canadians.
  • And they are also legally binding.
  • They include, among others, the establishment of a western headquarters in Calgary to be maintained for a minimum of 10 years, the creation of 3,000 new jobs in western Canada, which must be maintained for a minimum of 10 years,
  • A commitment to invest $5.5 billion to expand 5G coverage and additional network services, and a commitment to invest $1 billion to connect rural, remote and indigenous communities in our country.
  • Should either party breach any of these commitments, they will be required to pay significant financial damages, up to $200 million in the case of Videotron, and up to $1 billion in the case of Rogers.
  • As part of my decision today, I am also directing my department to launch a comprehensive review of Canada's spectrum transfer framework, something which has not been done in the last 10 years.
  • I am also announcing a freeze on all major licenses transfers in the telecom sector.
  • In closing, and before I take your questions, let me say this to Canadians.
  • We are at a crossroad for the telecom sector in Canada.
  • Today, we have a unique opportunity, and I would say even an historic opportunity, to see a real fourth national player emerge, and most importantly, compete in a way that will drive down prices for Canadians.
